Abstract:	An ordnance expert was once asked "Do you make guns, do you shoot guns, or do you just write about guns?" Since the expert was an admiral he was forced to admit that, in fact, he just wrote about guns. In The Institute of Navigation we have men, and women too, who make navigational devices, those who use navigational devices, and those who write about them.
