Abstract: It is believed that the grave traffic contro problem that faces our nation can be solved only by bringing into being certain favorable operational, technical, and political factors, and the reason for lack of success in the past has been due to inadequate attention to one or more of these three essential elements. Let the reader be assured, therefore, that this paper does not attempt to disclose the solution to the traffic control problem. Its purpose is to deal very narrowly with the matter of the type of control to be applied on airways. It avoids all mention of the terminal problem and does not discuss radar-controlled departures and landings.
