Abstract: | Since the developments which brought about this program reach back more than a third of a a century many people in their service, personal and student-instructor relations, and cover a period of accelerated national development, this report will be wide-ranging and free-wheeling. Also, since it goes to teh official sponsor of the program, the Chief of Naval Personnel, to whom six montly and one quarterly reports have already been made, this final report covers the broad field with limited details. Finally, in order to indicate personal responsability for soem new and controversial developments, it is written in the first person. |
