Abstract: LACK OF CORRELATION among those seeking to improve navigation has resulted in a proliferation of systems. A joint Navigation Planning Group has been established by agencies of the Department of Transportation, with participation by DOD, to develop a National Plan for Navigation to serve as the basis of a coordinated federal program. The Plan will encompass both R&D and operational aspects. It will include a statement of national requirements, action required to meet them, the method of financing the navigation program, assignment of responsibility, and a national policy statement. The effort will involve analysis as well as collection of data. Inputs from users, particularly with respect to requirements, will be welcomed. In addition to its role with respect to the federal program, the Plan is expected to serve as the basis of the United States position in international negotiations. It is anticipated that the Plan will be updated annually.
