Abstract: INTRODUCTION DURIKG THE LAST FEW YEARS there has been a near explosion in the yacht or recreational boat population of the United States. The estimated boat population reached 8.275 million boats in 1967 (1) and can be expected to continue its growth. This increase in the use of the waterways has created a growing concern for water safety and for the safe navigation of yachts, a significant factor in overall safe operation. This concern is reflected in proposals for new navigation systems, mainly additiona. electronics (2) (3) and in many pieces of legislation which will hopefully improve matters.
