WHEN IS A BOAT SAFE?

Abstract: Most Americans now participating in, or contemplating, recreational boating do not have a true appreciation of the hazards involved. The rate of emergence of the "new breed" of boats and boatmen has created an experience gap which cannot be breached by educational efforts alone. Education must be supplemented byb an engineering standards program dedicated to the premise that the boat does not present any risks not anticipated by the boatman.
