Abstract: This paper emphasizes the importance of the manufacturer’s reaching a proper balance between utility (capacity of equipment to satisfy performance requirements) and affordability (life-cycle cost to the user). The approach used is to produce in sufficient quantity to reduce cost. The demand for quantity is created by designing the equipment so that it will solve problems for large numbers of users. Where different configurations of the same basic equipment are needed, cost can be kept to a minimum by maximum use of common modules. This philosophy is illustrated by a box-by-box description of the three user equipment sets that Texas Instruments is developing for the NAVSTAR Global Positioning System: the High Dynamic User Equipment, Missile-Borne Receiver Set, and Manpack/Vehicular User Equipment.
