Abstract: The U.S. Coast Guard is currently engaged in a study of the potential traffic density and the need for ships’ routing measures off our coast. This paper presents a brief history of the development of routing measures, the current study, and possible solutions which seek to minimize conflicts, but which consider safety as paramount.
