Cancellation of PLANS Due to COVID-19: Author Information

After careful consideration, the Institute of Navigation (ION) is announcing that the IEEE/ION Position Location and Navigation Symposium (PLANS) scheduled to take place April 20-23, 2020, in Portland, Oregon has been cancelled. The decision to cancel this meeting was based on:

  • The World Health Organization has declared Coronavirus (COVID-19) a pandemic.
  • The U.S. government has restricted travel into the U.S. from Asia and Europe (United Kingdom excluded).
  • The Governor of Oregon has called for all gatherings of over 250 people to be cancelled for the next four weeks.

Should PLANS 2020 be rescheduled, we will notify you once those arrangements have been finalized. If you already made travel reservations, we urge you to expedite flight and hotel cancellations and contact the hotel directly to cancel your room reservation.

PLANS 2020 technical papers that were submitted, and have passed peer review, will be published in a special issue of the PLANS 2020 proceedings.  If you no longer desire to have your paper included in the IEEE/ION proceedings, indexed by IEEE, please notify meetings@ion.org so arrangements can be made to ensure your manuscript is removed prior to production. Manuscripts not yet submitted will not be considered eligible for inclusion. Information on availability of the IEEE/ION PLANS proceedings will be provided at a later date.

IEEE/ION PLANS Authors: Below you will find a list of frequently asked questions concerning the recent IEEE/ION PLANS 2020 cancellation, originally scheduled for April 20-23 in Portland, Oregon.

Is IEEE/ION PLANS being rescheduled?
ION will host IEEE/ION PLANS 2020 technical papers the week of September 21-25, 2020 in St. Louis, Missouri. You can expect to receive a survey from the ION National Office asking if you will commit to present your paper if a presentation opportunity is made available to you the week of September 21-25, 2020. This is optional, and will not affect the publication of your manuscript in the proceedings/IEEE Xplorer.

Registration and hotel information for the rescheduled IEEE/ION PLANS 2020 event in September will be made available in the next couple of months. Authors attending the event to present their paper will be required to register and pay published registration fees.

What is the last day to upload a corrected manuscript?
Corrected manuscripts must be uploaded to the ION’s Abstract Management Portal (AMP) by Friday, May 1. Only corrected manuscripts that have already passed peer review will be accepted. No original manuscripts are being accepted.

Is there a fee for having my manuscript included in the IEEE Xplorer proceedings?
No. Manuscripts that have been peer reviewed will be published in the IEEE Xplorer proceedings as a service to the IEEE/ION community.

Can I include a presentation and/or video file with my manuscript in the IEEE Xplorer proceedings?
No. The IEEE does not include presentation or video files in IEEE proceedings. If you elect to present your paper during the rescheduled September IEEE/ION PLANS 2020 event, you will be able to share your presentation file with the conference attendees for attendee download as is typical with ION meetings.

When will the IEEE/ION PLANS 2020 proceedings be released?
The IEEE/ION PLANS 2020 proceedings will be released the end of May 2020.

How do I get a copy of the IEEE/ION PLANS 2020 proceedings?
The IEEE/ION PLANS 2020 proceedings will be available through the IEEE and available to purchase at https://www.ion.org/plans/proceedings.cfm

Will IEEE/ION PLANS 2020 Best Paper Awards be presented?
Best Papers will be identified in the proceedings and we will request that they be presented at the rescheduled IEEE/ION PLANS 2020 event September 21-25, 2020 in St. Louis, Missouri.

Welcome to Author Resource Center for IEEE/ION PLANS. We are pleased that you will be joining us as a speaker. 

This site provides online tools that will assist you in preparing your speaker materials. All speaker information and forms can be accessed and completed on this site. Please note that the abstracts have been listed in the program in alphabetical order by paper title, as the policy for paper selection for presentation has changed.  Final determination as to which papers will be guaranteed a presentation time in the session, and which papers will be designated as alternate presentations, will be based upon the peer reviews of full technical papers.  Therefore, it is extremely important that you upload your completed manuscript to the ION’s Abstract Management Portal (AMP) no later than February 3, 2020.  Papers not submitted by February 3 will be withdrawn from the conference program. All Final Papers Due: May 1, 2020.

Speaker Breakfast:

You are required to attend a Speakers' Breakfast on the morning of your session.  (The Speakers' Breakfast is for the author who will be making the verbal paper presentation and their session chairs.)  The Speakers' Breakfast will be held from 7:30 a.m. - 8:15 a.m.
