The Institute of Navigation (ION) presented its 2023 Annual Awards during the co-located International Technical Meeting (ITM) and Precise Time and Time Interval (PTTI) Systems and Applications Meeting in Long Beach, California, January 22-25, 2024.
The ION Annual Awards Program is sponsored by the Institute of Navigation (ION) to recognize individuals making significant contributions or demonstrating outstanding performance advancing the art and science of positioning, navigation, and timing.
Dr. Tyler Gerald René Reid received the Per Enge Early Achievement Award for his outstanding innovations in the development of low Earth orbiting satellites for providing an enhanced global positioning service. The Per Enge Early Achievement Award is presented in recognition of outstanding contributions made early in one’s career.
Captain Laura D. Norton received the Superior Achievement Award for her leadership and professionalism while executing two short notice casualty evacuations; and developing international combat search and rescue training. The Superior Achievement Award is presented to an individual demonstrating outstanding accomplishments as a practicing navigator.
Dr. Daniele Borio received the Dr. Samuel M. Burka Award for his paper, “Bicomplex representation and processing of GNSS signals” published in the Winter 2023 issue of NAVIGATION, Journal of The Institute of Navigation, Vol. 70, No. 4. The Dr. Samuel M. Burka Award recognizes outstanding achievement in the preparation of a paper contributing to the advancement of navigation and space guidance.
Francine M. Vannicola received the PTTI Distinguished Service Award for her major contributions to GPS system time synchronization and GPS atomic frequency standard performance analysis; and for contributions to the success of the annual PTTI meetings. The PTTI Distinguished Service Award recognizes outstanding contributions related to the management of Precise Time and Time Interval systems.
Paul C. Manz received the Captain P. V. H. Weems Award for his outstanding contributions and exceptional technical leadership in the development and delivery of “resilient and survivable PNT” for assured precision weapons and munitions. The Captain P. V. H. Weems Award is presented to individuals for continuing contributions to the art and science of navigation.
Dr. Luke Winternitz received the Tycho Brahe Award for his outstanding development of receivers and filtering algorithms that enable GNSS cislunar navigation and pulsar-based deep-space navigation. The Tycho Brahe Award is given in recognition of outstanding contributions to the science of space navigation, guidance, and control.
Chad E. Pinkelman received the Norman P. Hays Award for his enduring contributions to Global Positioning System (GPS)-based programs, including significant contributions to an open architecture for multi-sensor integration, delivering assured PNT capabilities. The Norman P. Hays Award is given in recognition of outstanding encouragement, inspiration and support contributing to the advancement of navigation.
Dr. Jiyun Lee received the Thomas L. Thurlow Award for her significant contributions that guarantee the safety of satellite-based navigation systems for aviation. The Thomas L. Thurlow Award is given in recognition of outstanding contributions to the science of navigation.
Nominations for these awards may be submitted by anyone, but all nominations must conform to ION nomination guidelines. Award recipients need not be members of the ION. Details of the nomination process and nomination forms are available at https://www.ion.org/awards/index.cfm.
