This paper proposes a new methodology for defining the performance commitments of Satellite-Based Augmentation Systems (SBAS) in the pseudorange domain, rather than in the traditional user domain defined by aviation standards. By abstracting performance definitions from specific user applications, the approach enables a broader adoption of SBAS services in domains beyond aviation, fostering flexibility and reducing development costs for both SBAS providers and end users. A novel multilayer integrity concept, combining offline and online integrity mechanisms, is introduced and formalized to accommodate diverse user needs. The paper defines and quantifies integrity, availability, continuity, and accuracy in the pseudorange domain, and proposes suitable metrics, maps, and percentile-based models to support performance extrapolation to the user domain through Service Volume Simulators. A feasibility study confirms that the proposed methodology significantly reduces Protection Levels compared to the classical SBAS algorithms, enhancing the service’s applicability and scalability across future multi-mission GNSS applications.
