Captain Celestia P. Holguin, 2025 Superior Achievement Award

Captain Celestia P. Holguin is an Evaluator Combat Systems Officer (CSO) on the MC- 130J assigned to the 415th Special Operations Squadron (SOS) at Kirtland Air Force Base, New Mexico. She is dedicated to developing the next generation of aviators. At the 415th SOS, she established an immersive training laboratory for pilot, CSO, and loadmaster students. Additionally, Captain Holguin is creating a virtual reality program for students to practice navigating a low-level route using radar interpretation, with synchronous video aligned with the pilot’s viewpoint. Captain Holguin’s development of a comprehensive training room, complete with airdrop bundles, a cockpit trainer, and virtual reality lessons, revolutionized aircrew training, which directly impacted the performance and safety of more than 130 students annually.

Moving beyond traditional rote learning, Captain Holguin created immersive simulations that mirror the complexities and challenges of real-world operational missions, significantly enhancing student aviators’ readiness and operational effectiveness through the development and implementation of realistic, scenario-based training.

This innovative approach prepared student aviators, enabling them to apply tactical knowledge and decision-making skills under pressure and to increase mission effectiveness across the spectrum of MC-130J mission sets. The scenarios developed by Captain Holguin are also crucial to maintaining instructor proficiency and operational relevance by integrating real-world lessons learned into the training. As a Weapons Instructor Course (WIC) student, she researched and validated technical specifications for timing, distance, and altitude changes during zoom climbs and combat descents, enabling accurate “short look” airdrop planning.

Captain Holguin received the Distinguished Graduate and Academic Awards, graduating from the rigorous WIC program.
