Minutes of the ION Washington Section
Luncheon Meeting -- November 13, 2002

The November Institute of Navigation Washington Section meeting was held at the Institute for Defense Analyses (IDA) and attended by 17 people. 12 members of the Section were joined by 4 visitors and a guest speaker. The following is a summary of the meeting events:

The meeting started with a lunch buffet.

Frank Czopek from Boeing gave a presentation called "Satellite Life and It's Effect on GPS Policy". He highlighted the major failure modes associated with GPS satellites and provided an assessment of the policies needed to maintain a healthy GPS constellation.

The business meeting started and addressed four topics:

1. The Draft Washington Section Bylaws were presented to members for approval. David Winfield moved that that the members should accept the Bylaws as written. The motion was seconded by Christopher Varner. The 12 members voted to accept the Bylaws as written.

2. Terence McGurn offered to facilitate a forum that would discuss the establishment an ION Scholarship award from the Washington Section for 2003 school year. The objective scholarship project is to provide a scholarship of up to $2500 to a local college-level student who is interested it a career in navigation. Any member who is interested in participating in this forum should contact Terence McGurn by email at tjmgps@msn.com.

3. Jim Simpson is evaluating future programs that are to be offered by Washington Section. Anyone who would like to be a speaker at a future Washington Section meeting should contact Jim by email at simpson@pop500.gsfc.nasa.gov. Jim is also interested in hearing from members regarding subjects that would be of greatest interest to the Section.

4. ION members are reminded to check and update their contact information on the Members page of the ION web site - www.ion.org. Members can also update this information by calling the ION National office at 703.383.9688. The Washington Section uses this information to announce meeting and future events.
